ഇക്കഴിഞ്ഞ രണ്ടു വത്സരത്തോളം കാലം, തിരുവിതാംകൂർ രാജ്യഭരണയന്ത്രത്തെ, പുതുമയോടുകൂടി നടത്തിച്ചുവന്ന ദിവാൻ മിസ്റ്റർ വി. പി. മാധവരായർ, മൈസൂർ ദിവാൻ സ്ഥാനം കൈയേൽക്കുവാനായി, നാളെ ദിവസം തിരുവനന്തപുരം വിട്ടുപോകുമെന്നുള്ള കേൾവിയെ സഹജീവിപത്രങ്ങൾ മിക്കവയും ശരിവച്ചിരിക്കുന്നതായി കാണുന്നു. ഈ വിഷയത്തെ സംബന്ധിച്ച്  തിരുവിതാംകൂറിലോ, മൈസൂറിലോ "അഫിഷ്യൽ" ആയുള്ള പ്രസ്താവം ഉണ്ടായിട്ടുള്ളതായി ഞങ്ങളറിയുന്നില്ല. എങ്കിലും, മാധവരായരവർകൾ മൈസൂർ ദിവാൻജി സ്ഥാനത്തിന് അടുത്ത അവകാശിയാണെന്നുള്ളതിനാൽ, അദ്ദേഹം ഏറെതാമസിയാതെ, തിരുവിതാംകൂറിനെ വിട്ടുപിരിയുമെന്നുതന്നെ ധരിക്കേണ്ടതാകുന്നു. 

മിസ്റ്റർ മാധവരായർ തിരുവിതാംകൂർ മന്ത്രി സ്ഥാനം വഹിച്ച ഈ രണ്ടു വത്സരക്കാലമത്രയും, പൊതുജനങ്ങളുടെ തൃപ്തിയെ സമ്പാദിക്കാൻ യത്നിക്കയും, തൻ്റെ ജനക്ഷേമകരങ്ങളായ പ്രവൃത്തികളാൽ, ജനങ്ങളുടെ ഹിതത്തെ അറിയുന്ന ദിവാൻജി എന്ന ഖ്യാതിയെ ആർജ്ജിക്കുകയും ചെയ്തിരിക്കുന്നു. ഉദ്യോഗദാനവിഷയങ്ങളിൽ കുനയന്മാരായ ചില കീഴുദ്യോഗസ്ഥന്മാരുടെ അന്യായപ്രവർത്തികൾ നിമിത്തം മാധവരായവർ അറിഞ്ഞോ അറിയാതെയോ ചില കൂട്ടക്കാർക്ക് പരിഭവത്തിന് ഇടയാക്കീട്ടുണ്ടെന്നിരുന്നാലും ജനങ്ങളുടെ ഭരണത്തെ പൊതുവെ സംബന്ധിച്ചുള്ള കാര്യങ്ങളിൽ പൊതുജനദാസൻെറ ശരിയായ നിലയിൽ തന്നെ പ്രവർത്തിച്ചിരുന്നു എന്നത് സമ്മതിക്കേണ്ട വാസ്തവമാകുന്നു. തിരുവിതാംകൂറില്‍ പൊതുജനക്ഷേമത്തെയാണ് ഗവര്‍ന്മേണ്ട് നോക്കേണ്ടതെന്നും അവരെ ഉൽബോധപ്പെടുത്തുന്നതിന് മാധവരായവർകളുടെ സാന്നിധ്യം സഹായീഭവിച്ചിട്ടുണ്ടെന്നുള്ളതും നിസ്സംശയമാകുന്നു. അദ്ദേഹം രണ്ട് വർഷംകൊണ്ട് പല ഗുണകരങ്ങളായ കൃത്യങ്ങളും ചെയ്തിരിക്കുന്നു. ശ്രീമൂലം പ്രജാസഭ ഏർപ്പെടുത്തുകയും, വിരുത്തി ഏർപ്പാട് നിറുത്തലിലാക്കുകയും, അമ്പതുവർഷമായി  ജനോപദ്രവകരമായിരുന്ന നെൽക്കരമേർപ്പാടു മാറ്റുകയും കലാവിദ്യാശാലകളെ പ്രോത്സാഹിപ്പിക്കുകയും, ക്രിസ്ത്യൻ പള്ളികളുടെ സ്ഥാപനത്തെ സംബന്ധിച്ച് ഒരു വ്യവസ്ഥ ചെയ്യുകയും ചെയ്തിട്ടുള്ളതും ഇതുപോലെയുള്ള  മറ്റുപല സംഗതികളും പ്രജകളുടെ ക്ഷേമാഭിവൃദ്ധിയെ ഉദ്ദേശിച്ചുള്ളവയാകുന്നു. മുൻഗാമികളിൽ ചിലരെപോലെ സ്ഥിതിസ്ഥാപകശീലമല്ലാ, ഉദാരബുദ്ധിത്വമാണ് ഇദ്ദേഹത്തിനുള്ളത് എന്ന വസ്തുത, നാനാജാതി മതസ്ഥന്മാരായ ഈ നാട്ടിലെ പ്രജകളെ കൂട്ടിയിണക്കി ഭരിക്കുന്നതിന് വരുന്ന ഒരു മന്ത്രിയെ വിശേഷിപ്പിക്കുന്നതാണല്ലൊ. രാജ്യഭരണകാര്യത്തിൽ ചെയ്യുവാൻ അടിസ്ഥാനമിട്ട പല പരിഷ്കാരണങ്ങളും ശൈശവത്തിൽ നിന്ന് മേൽഗതി പ്രാപിച്ചുകൊണ്ടിരിക്കുന്ന ഈ അവസരത്തിൽ ഇദ്ദേഹത്തിൻെറ വിയോഗം തിരുവിതാംകൂറിന് സഹനീയമായുള്ളതല്ലാ.  ഈ നാടിന് ആകപ്പാടെ ഒരു ഉണർവ്വും, അഴിമതിക്ക് അല്പം അമർച്ചയും ഉണ്ടാക്കുകയും, അനേകം കുടിയാനവന്മാരുടെ ഭൂസ്വത്തുസംബന്ധമായ ഭാവി ശ്രേയസ്സിന് മാർഗ്ഗം നൽകുകയും ചെയ്ത ഇദ്ദേഹം തിരുവിതാംകൂറിനെ വിടുന്നതിൽ ഞങ്ങൾ അത്യന്തം സഹതപിക്കുകയും, ഇദ്ദേഹത്തിന് ലഭിക്കുന്ന ഉന്നതിയെ വിചാരിച്ച് അനുമോദിക്കുകയും ചെയ്യുന്നു.     


മാധവരായരവർകൾ വേല രാജിവെച്ചുപോകുന്നപക്ഷം, പകരം, ഒരാണ്ടുകാലത്തേക്ക് നാഗമയ്യരെ തൽക്കാലം നിയമിക്കുവാനാണ് മഹാരാജാവ് തിരുമനസ്സുകൊണ്ട് ശുപാർശി ചെയ്തിരിക്കുന്നത് കേൾക്കുന്നതിലുള്ള വ്യസനം ഞങ്ങൾക്ക് അല്പമല്ല. ഈ സർക്കാരിൽ ഉദ്യോഗം വഹിക്കുന്നവർക്കു കയറ്റം കൊടുക്കുന്നതിൽ ഞങ്ങൾക്ക് സന്തോഷമാണെങ്കിലും, തിരുവിതാംകൂറിൽ കൈക്കൂലി, സേവ മുതലായ അഴിമതികളെ തടുത്തു ജനസങ്കടം കുറയ്ക്കുന്ന വിഷയത്തിൽ മിസ്റ്റർ നാഗമയ്യരെക്കൊണ്ട് മതിയാവുമെന്ന് ഞങ്ങൾക്കഭിപ്രായമില്ലാ. മിസ്റ്റർ നാഗമയ്യർ തൽക്കാലം ദിവാൻവേല നോക്കിയിരുന്നപ്പോൾ അല്പം ചൊടിമതത്തോടെ ജോലി ചെയ്തു എന്നിരുന്നാൽ തന്നെയും അദ്ദേഹത്തിൻെറ കണ്ടെഴുത്തു ഭരണരീതിക്കൊണ്ട് ജനങ്ങൾക്ക് ഉണ്ടായിട്ടുള്ള ദൃഢവിശ്വാസം അതിനെ അനുകൂലിക്കുന്നില്ലാ. എന്നു മാത്രമല്ല, മിസ്റ്റർ മാധവരായർ കരുപിടിച്ചിട്ടുള്ള പല പരിഷ്കാരങ്ങളും മിസ്റ്റർ നാഗമയ്യരുടെ അഭിപ്രായത്തിനും യോജിച്ചവയാണെന്ന് ഞങ്ങൾ അറിഞ്ഞിട്ടില്ലാ.  തിരുവിതാംകൂറിന് പഴയ അഴിമതി സ്ഥിതി വരാതിരിക്കണമെങ്കിൽ, ബ്രിട്ടീഷ് സർവ്വീസിൽ നിന്ന് നിക്ഷ്പക്ഷ വാദിയും ഊർജ്വസ്വലനും അനീതിവിരുദ്ധനുമായ ഒരു നല്ല ഉദ്യോഗസ്ഥനാണ് മന്ത്രിയായി വരേണ്ടത്. ഇതിലേക്ക് ആകുന്നു ബഹുജനങ്ങൾ പ്രാർത്ഥിക്കുന്നതും.


The Travancore Dewan

The rumour that the Dewan, Mr. V. P. Madhava Rao, who ran the administration for the past two years with renewed vigour, will leave Thiruvananthapuram tomorrow to take over the post of Mysore Dewan seems to be confirmed by most of the newspaper reports. We are still not aware of any official statement issued in Travancore or Mysore on this subject. However, as Mr. Madhava Rao is the next possible candidate for the post of Mysore Dewan, it must be assumed that he would leave Travancore without much delay.

During these two years that Mr. Madhava Rao held the position of Minister of Travancore, he has earned the reputation of being a Dewan who knew the will of the people through his public welfare activities. Although, Mr. Madhava Rao has, knowingly or unknowingly, caused consternation to some of his colleagues due to the unfair practices of some of his subordinates, who were crooked in matters of appointments, it must be admitted that as a public servant, he acted properly in general matters related to the administration of the people. There is no doubt that the government should look after the public welfare in Travancore and it is a known fact that the presence of Mr. Madhava Rao has helped in motivating the government about it.. He has done many good deeds in favour of the people during the last two years. Sri Moolam Popular Assembly was established, the Viruththi* arrangement was stopped, and the paddy tax, which had been harmful to the people for over 50 years, was changed during his tenure. Setting up of schools was encouraged, provision was made for the establishment of Christian churches, and many other initiatives that were intended for the welfare of the subjects were carried out. The fact that he is liberal, not the one to maintain the status quo like some of his predecessors, describes how a minister who comes to rule the people of this land, who belong to different castes and religions should be. Travancore cannot bear his absence at this time when many fundamental reforms in the state’s administration are in their infancy and just about to gain ground. It was he who brought about an awakening to this land, took some efforts to suppress corruption, and paved the way to the future prosperity of many tenants about their landed property. We deeply regret his departure from Travancore, but at the same time applaud him in the thought that he will attain a higher stature in the future.

We are a little saddened to hear that the Maharajah has recommended that Mr. Nagam Iyer should be temporarily appointed for a period of one year, if Mr. Madhava Rao resigns the post. Although we are happy to promote the incumbents in this government, we are not of the opinion that Mr. Nagam Iyer will do enough in Travancore to curb the instances of corruption like bribery, nepotism, etc. and reduce the suffering of the people. Although Mr. Nagam Iyer worked with a bit of zeal when he was looking after the Dewan’s post temporarily, the confidence that the people had in his governance in the field of fixation of assets was not upheld. Not only that, we did not think that many of the reforms proposed by Mr. Madhava Rao were in accordance with Mr. Nagam Iyer's opinion. If Travancore is to avoid the earlier situation of corruption, a good officer from the British service, who is impartial, energetic, and anti-injustice should come as the minister. This is what the masses pray for.
