തിരഞ്ഞെടുപ്പ് കുഴപ്പങ്ങൾ

അടുത്ത് വരുന്ന ശ്രീമൂലം പ്രജാസഭയ്ക്ക് ഓരോരോ താലൂക്കുകളിൽ നിന്ന് പ്രതിനിധികളെ തെരഞ്ഞെടുത്തതിൽ ചില തകരാറുകൾ ചിലെടത്ത് ഉണ്ടായിട്ടുണ്ടെന്ന് മുൻ ലക്കങ്ങളിൽ ഞങ്ങൾ പ്രസ്താവിച്ചിട്ടുണ്ടല്ലൊ.  ഈ തകരാറുകളിൽ മിക്കതും അതാത് താലൂക്കധികൃതന്മാരുടെ പിടിപ്പുകേടു കൊണ്ടോ, ഡിവിഷൻ മേലധികാരികളുടെ വല്ല വക്രതയും കൊണ്ടോ ആയിരിക്കാമെന്നുള്ള സന്ദേഹം അസ്ഥാനത്തിലല്ലാ.   ചിറയിങ്കീഴ് താലൂക്കിലെ പ്രതിനിധികളെ തെരഞ്ഞെടുക്കുന്നതിനായി ആദ്യം കൂടിയ സഭയിൽ വച്ച് മംഗലത്തു പരമേശ്വരൻ പിള്ള അവർകളേയും പള്ളിവിളാകത്തു പരമേശ്വരൻപിള്ള അവർകളെയും ഭൂരിപക്ഷ സമ്മതമനുസരിച്ച് 45 -ൽ 39 -ഉം 38 -ഉം വീതം വോട്ടുകൾ കിട്ടിയതനുസരിച്ച് പ്രതിനിധികളായി തിരഞ്ഞെടുത്തതും, ആ തിരഞ്ഞെടുപ്പിനെപ്പറ്റി, താലൂക്ക് പ്രാതിനിധ്യത്തെ കാംക്ഷിച്ച് അതിലേക്കായി വേണ്ടും വണ്ണം പ്രയത്നിച്ച വക്കീൽ മിസ്റ്റർ ഹരിഹരയ്യർ ബോധിപ്പിച്ച സങ്കടഹർജിയെ വിലവച്ചു വിശ്വസിച്ചും കൊണ്ട് ഗവർന്മേണ്ട് തിരഞ്ഞെടുപ്പിനെ നിരാകരിച്ചതും, പകരം വക്കീൽ മിസ്റ്റർ ഹരിഹരയ്യരെയും വക്കീൽ മിസ്റ്റർ നാരായണയ്യരെയും താലൂക്ക് പ്രതിനിധികളായി നിശ്ചയിച്ചതും വായനക്കാർ അറിഞ്ഞിട്ടുണ്ടല്ലൊ. ചിറയിങ്കീഴ് താലൂക്ക് ജനങ്ങളുടെ പ്രതിനിധികളായി ഗവർന്മേണ്ടിനാല്‍ സ്വീകരിക്കപ്പെട്ട ഇവർ രണ്ടാളും ആ പൊതുജനങ്ങളുടെ പ്രതിനിധികളായി പൊതുജനങ്ങളാൽ തിരഞ്ഞെടുക്കപ്പെട്ടവരല്ലെന്നുള്ള വസ്തുതയെ ഓർമ്മിക്കാതെ അവരെ ചിറയിങ്കീഴ് താലൂക്ക് ജനങ്ങളുടെ പ്രതിനിധികളായി ഗവർന്മേണ്ട് ഗണിച്ചതിൽ, കാണിച്ച അനൗചിത്യവും, ഉണ്മയില്ലായ്മയും ചിറയിങ്കീഴ് താലൂക്കിലെ മഹാജനങ്ങളുടെ ചിത്തവൃത്തികളെ ക്ഷോഭിപ്പിച്ചതും, അതിൻ്റെ ഫലമായി ഒരു മഹാസഭകൂടി ഗവർന്മേണ്ടിന്‍റെ നടവടിയെ പ്രതിഷേധിച്ചതും മദിരാശിയിലുള്ള പ്രതിദിനപത്രങ്ങളിൽ കൂടെയും പ്രസ്താവവിഷയമാകയും ജനങ്ങൾക്കു പ്രതിനിധികളെ തിരഞ്ഞെടുക്കുന്നതിനു നല്കപ്പെട്ട അവകാശത്തെ ഗവർന്മേണ്ട് നിഷ്കാരണമായി അപഹരിച്ചതിനെയും, ഗവർന്മേണ്ടിന്‍റെ കുത്സിതനയത്തെയും പറ്റി പൊതുവിൽ പത്രങ്ങൾ ആക്ഷേപിക്കയും ചെയ്തിരിക്കുന്നു. പ്രതിനിധികളായി ആദ്യം തിരഞ്ഞെടുക്കപ്പെട്ടവർ ആ സ്ഥാനം വഹിപ്പാൻ യോഗ്യതയുള്ളവരല്ലെന്നു കണ്ടാൽ തിരഞ്ഞെടുപ്പിന്‍റെ വീഴ്ച പൊതുജനങ്ങളുടെ പേരിലല്ലെന്നും അവരെ താലൂക്ക് സഭ വക സമ്മതിദായകരുടെ ഗണത്തിൽ പെടുത്തിയതിന്‍റെ അന്യായം താലൂക്ക് അധികൃതന്മാരുടെ പേരിലാണെന്നും, താലൂക്ക് വക സമ്മതിദായകർ അവരുടെകൂട്ടത്തിൽ കണ്ടവരിൽ അധികം യോഗ്യതയുള്ളവരെ തിരഞ്ഞെടുക്കുകയേ ചെയ്തിട്ടുള്ളു എന്നും, തെറ്റായ തിരഞ്ഞെടുപ്പാണെങ്കിൽ, സമ്മതിദാനാവകാശികളെ ശരിപ്പെടുത്തി നിർണ്ണയിച്ച് രണ്ടാമത് ഒരു സഭ കൂടി തിരഞ്ഞെടുപ്പു നടത്തുകയാണ് ന്യായമെന്നും ഗവർമ്മേണ്ട് ഓർക്കാത്തതിനെപ്പറ്റി, ആ ഓർമ്മകേടും അതിനെ തുടർന്ന അപനയവും തന്നെ ഒരു ഭയങ്കരമായ ആക്ഷേപമായിരിക്കുന്നു എന്ന് ആർക്കും സമ്മതിക്കാതെ കഴികയില്ലാ. ഈ തിരഞ്ഞെടുപ്പ് കുഴപ്പത്തോടു കൂട്ടുകൂടി നിൽക്കുന്നതായ മറ്റൊരു സംഗതി, തെക്കൻ ഡിവിഷൻ ദിവാൻ പേഷ്‌ക്കാർ ഡാക്ടർ സുബ്രമണ്യയ്യരവർകളുടെ ചില കുടില നയത്താൽ സംഭവിച്ചതും, പ്രസ്താവയോഗ്യമാണ്. ഡാക്ടർ സുബ്രമണ്യയ്യരവർകളുടെ പുതിയ തന്ത്രങ്ങളെയും മന്ത്രങ്ങളെയും മുറയ്ക്കു മുറയ്ക്കു കണ്ടുവരുന്ന നമുക്ക് ഈ കുടിലതയെ വ്യാഖ്യാനിക്കുവാൻ ശ്രമം ആവശ്യമില്ലെങ്കിലും അദ്ദേഹത്തിന്‍റെ മനോവൈകൃതത്തിന്‍റെ ഈ സ്മാരകസ്തംഭത്തെ പൊതിഞ്ഞു വയ്ക്കുവാൻ അവകാശമില്ലല്ലൊ. കൽക്കുളം താലൂക്കിലെ പ്രതിനിധികളിൽ ഒരാളായി പൊതുജനങ്ങളാൽ തിരഞ്ഞെടുക്കപ്പെട്ട ടി. കുമാരപിള്ള അവർകൾ പേഷ്‌ക്കാരുടെ സേവയെ കാംക്ഷിക്കാത്ത ഒരു ഉത്തമപൌരനും പൊതുജനങ്ങളുടെ ഹിതത്തെയും അവകാശത്തെയും പറ്റി വാദിക്കുന്നതിൽ സത്യബുദ്ധിയും ആണെന്നുള്ള യോഗ്യത പേഷ്‌ക്കാരുടെ ദൃഷ്ടിക്ക് അയോഗ്യത എന്ന് തോന്നുകയും, ചില കുഴപ്പങ്ങൾക്ക് വഴി ഉണ്ടാക്കുകയും ചെയ്തു. മിസ്റ്റർ കുമാരപിള്ള ഗവർന്മേണ്ടിലേക്ക് സമർപ്പിച്ച മെമ്മൊറാണ്ടത്തിൽ, താലൂക്ക് ജനങ്ങളുടെ ഹിതമനുസരിച്ച്, പേഷ്‌ക്കാരുടെ നടവടിത്തെറ്റുകളെപ്പറ്റി ഏതാനും ചില സംഗതികൾ എഴുതിച്ചേർത്തിരുന്നു. ഇത് പേഷ്ക്കാർക്ക് രുചിച്ചില്ലെന്നു മാത്രമല്ല, മിസ്റ്റർ കുമാരപിള്ള പ്രതിനിധിസ്ഥാനത്തിന് യോഗ്യതയുള്ള ആളല്ലെന്നും, പകരം വേറെ ആളെ നിശ്ചയിക്കണമെന്നും ഗവർന്മേണ്ടിലേക്ക് ശിപാർശ ചെയ്യാൻ പ്രേരകമാകയും ചെയ്തു. പേഷ്‌ക്കാരുടെ ശിപാർശയെപ്പറ്റി യാതൊരു അന്വേഷണവും ചെയ്യാതെ, ദിവാൻജി, ആ ശിപാർശയെ അനുവദിച്ച്, മിസ്തർ കുമാരപിള്ളയെ പ്രതിനിധിസ്ഥാനത്തു നിന്നു് നീക്കി.  മിസ്തർ കുമാരപിള്ള ഉടനടി ദിവാൻജിയെ ചെന്ന് കാണുകയും, തൻ്റെ യോഗ്യതയെയും, പേഷ്‌ക്കാരുടെ ശിപാർശയുടെ അസംബന്ധതയെയും പറ്റി ദിവാൻജിയെ ധരിപ്പിക്കയും, മുൻ നിശ്ചയപ്രകാരം പ്രതിനിധിയായി ഗണിക്കപ്പെടുന്ന ഉത്തരവ് സമ്പാദിക്കയും ചെയ്തു. പേഷ്‌ക്കാരുടെ നയത്തെറ്റിനെപ്പറ്റി ഇതിലധികം വ്യാഖ്യാനിച്ചു പറയേണ്ട ആവശ്യമില്ലല്ലൊ.

Electoral troubles

We have stated in our previous issues that there have been some glitches at some places in electing the representatives from each taluk to the upcoming Sri Moolam Popular Assembly. It is not out of place to doubt that most of these defects may be due to mishandling by the respective taluk officials or some crookedness on the part of the divisional superiors. Mangalathu Parameswaran Pillai and Pallivilakathu Parameswaran Pillai were elected in the first meeting to elect the representatives of Chirayankeezhu Taluk with 39 and 38 votes out of 45, respectively. Regarding the taluk representation in that election, the government rejected the election results by valuing and believing issues put forward in an appeal filed by the lawyer Mr. Harihara Iyer. The readers might already know that lawyer Mr. Harihara Iyer and lawyer Mr. Narayana Iyer were appointed as taluk representatives in place of the former representatives.

The impropriety and indifference shown by the government in confirming them as the representatives of the people of Chirayankeezhu Taluk without recognising the fact that they were not elected by the public as representatives of the people of Chirayankeezhu Taluk. The sentiments of the people of Chirayankeezhu Taluk were disturbed, and as a result, a large assembly protested the action of the government. The daily newspapers in Madras have repeatedly criticised the government's wanton usurpation of the right given to the people to elect their representatives and its provocative policies. If it is found that those who were first elected as representatives are not qualified to hold that position, the failure of the election is not the responsibility of the public and the injustice of including them in the list of consenting members of the Taluk Sabha is to be borne by the Taluk authorities since the taluk-wise consent-givers have only selected the most qualified among those whom they found among them. If it is a wrong election, the government should remember that it is fair to hold a second election after confirming the voters again. No one can fail to admit that this lapse of memory, and the imposture which followed it, is itself a terrible injustice. It is worth mentioning that another matter that has been associated with this election mess was caused by some ulterior acts of the Southern Division Diwan Peshkar Dr. Subramania Iyer.

We who are seeing Dr. Subramania Iyer's newer tricks and mantras step by step do not need to try to interpret this deviousness, but do we not have the right to cover up this memorial pillar of his crooked mentality. Mr.T. Kumarapilla, who was elected by the public as one of the representatives of Kalkulam Taluk, was a noble citizen who did not desire any undue favours from the Peshkar. His honest attitude in arguing for the will and rights of the public seemed a disqualifying mark in the eyes of the Peshkar, which has led to some trouble. In a memorandum submitted by Mr. Kumarapilla to the government, according to the wishes of the people of the taluk, a few points were written about the misdeeds of the Peshkar.

 This not only did not go down well with the Peshkar but also prompted him to recommend to the government that Mr. Kumarapilla was not qualified for the representative’s post and that someone else should be appointed instead. Without making any inquiry into the Peshkar's recommendation, the Diwan allowed the recommendation and removed Mr. Kumarapilla from the position. Mr. Kumarapilla immediately went to see the Diwan, convinced him of his merits and the absurdity of the Peshkar's recommendation, and obtained the reinstatement order of deputation. There is no need to explain more about the policy aberrations of the Peshkar.
