മദ്രാസിലും മറ്റു ഇന്ത്യൻ സംസ്ഥാനങ്ങളിലും ഉള്ള സർവകലാശാലകളുടെ വ്യവസ്ഥിതിയേയും അവയുടെ സ്ഥാപനങ്ങളുടെ പരീക്ഷകളേയും സംസ്കരിക്കുന്നതിന് വേണ്ടി ചെയ്തിട്ടുള്ള ഏർപ്പാടുകളെ അനുസരിച്ച് നമ്മുടെ രാജ്യത്തിലെ പാഠശാലകളെ നന്നാക്കുന്നതിനുള്ള ഉദ്ദേശ്യത്തോടു കൂടി തിരുവിതാംകൂർ ഗവൺമെൻ്റ് ഒരു കമ്മിറ്റിയെ ഏർപ്പെടുത്തിയിരുന്നുവല്ലോ. ഗവൺമെൻ്റു കല്പന അനുസരിച്ച് കമ്മിറ്റി വേല ചെയ്യുകയും, ആ വേലയുടെ ഫലമായ ഒരു റിപ്പോർട്ടിനെ ഗവൺമെൻ്റിൽ സമർപ്പിക്കയും ഗവൺമെൻ്റ് ആ റിപ്പോർട്ടിനെ പ്രസിദ്ധീകരിക്കയും ചെയ്തിരിക്കുന്നു. പ്രജാക്ഷേമത്തിനും ധർമ്മപരിപാലനത്തിനും അടിസ്ഥാനമായിരിക്കുന്നത് വിദ്യാഭ്യാസം ആകുന്നു. അതിനെ കാലഗതിക്കനുസരമായി സശ്രദ്ധം പരിഷ്ക്കരിക്കുന്നത് ഏറ്റവും ആവശ്യമാകുന്നു. ഗവൺമെൻ്റിൻ്റെ അങ്ങനെയുള്ള ഉദ്ദേശ്യവും ഏറ്റവും ശ്ലാഘനീയമായിട്ടുള്ളത് തന്നെ. കമ്മിറ്റിയുടെ റിപ്പോർട്ടിനെ ഗവൺമെൻ്റിൽ നിന്നും പ്രസിദ്ധീകരണം ചെയ്തിട്ടുള്ളത് ആ റിപ്പോർട്ടിന്മേലുള്ള പൊതുജനാഭിപ്രായങ്ങളെ അറിയുന്നതിനുമല്ലൊ. ഒരു ദേശത്തു പാർക്കുന്ന ജനങ്ങളെ, വിദ്യാഭ്യാസത്തിൽ, എന്നല്ലാ ഭരണസമ്പദായങ്ങളിൽ തന്നെ അവരുടെ ഇഷ്ടാനിഷ്ടങ്ങളെ അറിഞ്ഞു പ്രവർത്തിക്കേണ്ടത്, ഗവൺമെൻ്റിൻ്റെ കടമായാകുന്നു. ഈ ഉദ്ദേശ്യങ്ങൾ അടിസ്ഥാനമാക്കി ഞങ്ങൾ പ്രസ്താവിക്കുവാൻ വിചാരിക്കുന്ന അഭിപ്രായങ്ങളെ അന്യഥാ ശങ്കിക്കുകയില്ലെന്ന് വിശ്വസിക്കുന്നു. 

    ആദ്യമെ തന്നെ കമ്മിറ്റിയുടെ അംഗങ്ങളെക്കുറിച്ച് കുറെ പറയാതെ വിടുവാൻ തരമില്ലാ. ഈ നാട്ടിലെ വിദ്യാഭ്യാസത്തെ ക്ഷേമപ്പെടുത്തുവാൻ വേല ചെയ്യുന്ന മിഷിനറിമാരുടെയും മറ്റു ചില വിദ്യാഭ്യാസ പ്രവർത്തകന്മാരുടെയും പ്രതിനിധികളായി ചില ആളുകളെ ഗവൺമെൻ്റ് തെരഞ്ഞെടുത്തത് ഏറ്റവും യുക്തമായിരിക്കുന്നു. അവരിൽ ദേശപരിചയം ഒട്ടുമില്ലാത്ത ഒന്നുരണ്ടാളുകളൾ ഉണ്ടെന്നുള്ളത് ഒരു പ്രധാന ന്യൂനതയാകുന്നു. പിന്നീട് ചില അദ്ധ്യാപകന്മാരെയും കമ്മിറ്റിയുടെ അംഗങ്ങളായി തിരഞ്ഞെടുത്തിട്ടുണ്ട്. അവർക്ക് അവരുടെ പാഠശാലകളുടെ നാലു ചുവരുകളുടെ പുറമേയുള്ള ആളുകളുടെ വിദ്യാഭ്യാസ സ്ഥിതിയെക്കുറിച്ച് അറിയുവാൻ പാടില്ലാ എന്നുള്ള ബലമായ ആക്ഷേപം കമ്മിറ്റിയുടെ പല അംഗങ്ങളെയും സംബന്ധിച്ച് പറയാനുണ്ട്. ആ കമ്മിറ്റിയുടെ അദ്ധ്യക്ഷൻ മദ്രാസിലും ബാംഗ്ളൂരിലും പോയി അവിടങ്ങളിലുള്ള ചില പാഠശാലകളെ സന്ദർശിച്ചതായും ആ വിദ്യാഭ്യാസ വകുപ്പുകളിലെ ചില ഉദ്യോഗസ്ഥന്മാരെ കണ്ടു സംസാരിച്ചതായും ഈ രാജ്യത്തിൽ തന്നെയുള്ള ചില പള്ളിക്കൂടങ്ങളെ നോക്കിയതായും റിപ്പോർട്ടിൻ്റെ ആദിയിൽ റിപ്പോർട്ടിന് ഒരു നല്ല പ്രസ്താവനം ഇടുന്ന ഭാവത്തിൽ പ്രസ്താവിച്ചിരിക്കുന്നു. അങ്ങനെ ചെയ്തത് നല്ലതുതന്നെ; സംശയമില്ലാ. മദ്രാസും മൈസൂരും തിരവിതാംകൂറിൽ നിന്നു ഏറ്റവും ഭിന്നിച്ച അവസ്ഥകളോടുകൂടിയ ദേശങ്ങളാണ്. കമ്മിറ്റിക്കാർ അങ്ങനെ മദ്രാസിനെയും മൈസൂരിനെയും പോയി കണ്ടതുപോലെ കൊച്ചിയെയും മലബാറിനെയും പോയി നോക്കിയിരുന്നുവെങ്കിൽ അവർക്ക് ഉപയുക്തങ്ങളായ ചില സംഗതികളെ കൂടി ലഭിക്കുമായിരുന്നു. കൊച്ചിയും മലബാറും തിരുവിതാംകൂറിനോടും അതിലെ ജനങ്ങളുടെ സ്ഥിതികളോടും യോജിച്ചിരിക്കുന്നതുപോലെ മൈസൂരും മദ്രാസും യോജിച്ചിരിക്കുന്നില്ലാ. ഉൽകൃഷ്ടവിദ്യാഭ്യാസ വിഷയങ്ങളിൽ ആ ദേശങ്ങളിലെ സ്ഥാപനങ്ങളുടെ പരിഗണനം, ഈ നാടിന് ഉതകുമെന്നല്ലാതെ പ്രാഥമിക വിദ്യാഭ്യാസത്തിൽ ഒട്ടും ചേർച്ചയുണ്ടായിരിക്കില്ല. അദ്ധ്യക്ഷൻ ഒരു യൂറോപ്യൻ അധ്യാപകനായി തിരുവിതാംകൂറിന് പുറമമേയുള്ള ഇംഗ്ലീഷ് വിദ്യാലയങ്ങളിൽ അധ്യാപകനായി ഇരുന്നിട്ടുള്ളയാളും മറ്റു പ്രകാരങ്ങളിൽ മദ്രാസ് വിദ്യാഭ്യാസ വകുപ്പുമായി പരിചയമുള്ളയാളുമാണ്. അതുകൊണ്ട് അദ്ദേഹം, മദ്രാസിൽ പോയതിനു പകരം, കൊച്ചിയിലോ, മലബാറിലോ തിരുവിതാംകൂറിലോ വിദ്യാഭ്യാസ കാര്യങ്ങളിൽ അഭിപ്രായം പറയുന്നതിന് അവകാശവും യോഗ്യതയും ഉള്ള ആളുകളെ അവരുടെ സ്വദേശങ്ങളിൽ വച്ചു കണ്ടു സംസാരിച്ച് പാഠശാലകളുടെ യഥാർത്ഥ സ്ഥിതിയെ അറിഞ്ഞിരുന്നു എങ്കിൽ, ഈ റിപ്പോർട്ടിൻ്റെ വിധം ഒട്ടധികം ഗണനീയമായിരുന്നേനെ. തിരുവിതാംകൂറിൽ തന്നെ നിവസിക്കുന്നവരിൽ  പലരും അവരുടെ ഉൽകൃഷ്ട വിദ്യാഭ്യാസം കൊണ്ടും പരിചയം കൊണ്ടും, ആ വിഷയത്തിൽ ശ്രേയസ്കരമായ അഭിപ്രായത്തോടുകൂടിയവരാണ്. കമ്മിറ്റിയിൽ രണ്ടു ഇൻസ്പെക്റ്റർമാരും രണ്ടു മിഷൻ പാതിരിമാരും ഉൾപ്പെട്ടിട്ടുണ്ട്. മിഷൻകാർ താഴ്ന്ന ജാതിക്കാരുടെ വിദ്യാഭ്യാസ കാര്യങ്ങളിൽ ശ്രദ്ധിക്കുന്നവരാകകൊണ്ട് അവരെ ചേർത്തത് ഏറ്റവും ഉചിതമായി. ഇൻസ്പെക്റ്റർമാരിൽ മിസ്റ്റർ രാമസ്വാമി അയ്യർക്ക് സർവജനമാനമായ ഒരു സ്ഥാനം ഇല്ലെന്നുള്ള വാസ്തവത്തെ ആരും വിളിച്ചു പറയണമെന്നില്ലലോ. അദ്ദേഹം ജനങ്ങളോടും അവരുടെ വിദ്യാഭ്യാസസ്ഥിതികളോടും തൃപ്തികരമായി പെറുമാറീട്ടില്ലെന്നുള്ളത് എല്ലാവർക്കും ബോധമുള്ളതാണ്. അദ്ദേഹത്തെക്കാളും എല്ലാംകൊണ്ടും, ഉയർന്ന സ്ഥിതിയിൽ ഇരുന്ന മിസ്റ്റർ ഈശ്വരപിള്ളയെ ഈ കമ്മിറ്റിയിൽ ചേർക്കയോ അദ്ദേഹത്തിൻ്റെ അഭിപ്രായത്തെ ക്ഷണിക്കയൊ ചെയ്തിരുന്നു എങ്കിൽ കമ്മിറ്റിയുടെ ഉദ്ദേശ്യങ്ങളെ ശരിയായി നിർവഹിക്കുന്ന ചില വിലയേറിയ ഉപദേശങ്ങൾ ലഭിക്കുമായിരുന്നു. വിദ്യാഭ്യാസ വകുപ്പിൻ്റെ ഇപ്പോഴത്തെ ക്ഷീണമായ അവസ്ഥ, അതിൽ പ്രബലതയും സാമർത്ഥ്യവുമുള്ള ഇൻസ്പെക്ടർ ഇല്ലെന്നുള്ളതാകുന്നു. മിസ്റ്റർ രാമസ്വാമി അയ്യരും മിസ്റ്റർ ശാസ്ത്രിയും പാരദേശികന്മാരും വിദ്യാഭ്യാസ പ്രവർത്തകന്മാരുടെ നിലയിൽ യാഥാർത്ഥമായ യശസ്സിനെ സമ്പാദിച്ചിട്ടില്ലാത്തവരും ആകുന്നു. മറ്റുള്ള അംഗങ്ങളിൽ മിസ്റ്റർ മാമൻ മാപ്പിളയെക്കുറിച്ചും മിസ്റ്റർ കുളന്തസ്വാമിയെക്കുറിച്ചും ഉള്ള പല സംഗതികൾ ഗവൺമെൻ്റിൻ്റെ ഉദ്ദേശ്യങ്ങളെ വിഘ്നപ്പെടുത്തുന്നവയായിട്ടുണ്ടെങ്കിലും അവയെ ഇപ്പോൾ ശ്രദ്ധിക്കുന്നില്ലാ. ഇങ്ങനെയുള്ള വിഷയങ്ങളിൽ ഗവൺമെൻ്റ് അതിൻ്റെ ഉദ്ദേശ്യത്തെ ശരിയായി നിർവഹിക്കണമെങ്കിൽ നാട്ടിലുള്ളവരിൽ ഏറ്റവും സാമർത്ഥ്യവും യോഗ്യതയും ഉള്ളവരെ തെരഞ്ഞെടുക്കേണ്ടതാണ്. അങ്ങനെ ചെയ്യാത്തതിൽ നിന്നുണ്ടായിട്ടുള്ള ദോഷങ്ങൾ റിപ്പോർട്ടിൻ്റെ പലഭാഗങ്ങളിലും വ്യക്തമായി ഞങ്ങൾ കാണുന്നു. റിപ്പോർട്ട് സമഷ്ടിയായി അതിൽ അടങ്ങിയിരിക്കേണ്ട എല്ലാ സംഗതികളേയും ഉൾപ്പെടുത്തുന്നതായിരിക്കുന്നു. അത് സുമാർ 95 പുറങ്ങളോടുകൂടി ഒരു ഫുൾസ്കേപ്പ് പേപ്പർ രണ്ടായി മടക്കിയാലുള്ള വലിപ്പത്തിൽ ഒരു സാമാന്യം വലിയ പുസ്തകമാകുന്നു. അതിൻ്റെ ക്രമങ്ങളും വിഷയങ്ങളും പറയത്തക്ക ന്യൂനതകളോടുകൂടിയവയല്ലാ. പല ഭാഗങ്ങളിലും ഞങ്ങൾക്ക് എന്നല്ലാ, വിദ്യാഭ്യാസ കാര്യങ്ങളിൽ അഭിപ്രായം പറയത്തക്ക മാന്യതയും യോഗ്യതയും ഉള്ള പലർക്കും, അഭിപ്രായ വ്യത്യാസങ്ങൾ ഉണ്ട്. അവയെ ക്രമമായി പിന്നാലെ വരുന്ന ലേഖനങ്ങളാൽ പരിശോധിക്കുവാൻ ഞങ്ങൾ ഉദ്ദേശിക്കുന്നു.  

Education in Travancore

The Government of Travancore has constituted a committee with the intention of improving the standards of schools in our country. The committee has arranged to study the administration of the system of examinations in universities and other institutions in Madras and other Indian states so that best practices can be adopted in our educational institutions. The committee works as directed by the government and submits a report to it. Such a report has now been released.

Education is the basis for imbibing virtues in life and for the welfare of the people. It is therefore necessary to carefully revise it periodically. Any such intention of the government is most laudable. The report has also been published by the government to gauge public opinion. It is the duty of the government to know the preferences of people living in a country, in terms of education and administrative resources. Based on the above facts, we trust that others will not question the opinions we intend to put forward.

First of all, we cannot but say something about the members of the committee.

It is most appropriate that the government has selected some people as representatives of missionaries and other educational reformers who are working to improve education in this country. A major shortcoming is that there are some who have no local experience. Some teachers were also selected as members of the committee. A strong objection raised against such members is that they do not know the educational conditions of people outside their school premises.

It has been stated at the beginning of the report that the chairman of the committee went to Madras and Bangalore and visited some of the schools there. He also met and talked to some of the officials of education departments there and visited some of the schools in Travancore. Without doubt, it is a good practice to do so. Madras and Mysore are places with conditions more divergent than Travancore. Had the committee members also gone to Kochi and Malabar as they visited Madras and Mysore, they would have received some useful information. The conditions of the people in Mysore and Madras are not comparable to that of Kochi and Malabar in relation to Travancore. The consideration of the institutions from those places in matters of higher education would be of no relevance to primary education here in Travancore.

The chairman is a European who has taught in English schools outside Travancore and is otherwise familiar with the Madras Education Department. Therefore, the quality of this report would have been much more reliable, if, instead of going to Madras, he had met people in Kochi, Malabar or Travancore who have the competence to comment on educational matters in their native places and know the actual condition of schools here. Many of the inhabitants of Travancore themselves, by virtue of their excellent education and experience, may have valuable opinions on education that can be used fruitfully.

Two inspectors and two missionaries have also been included in the committee. It was most befitting that the missionaries were added as they are concerned with the educational affairs of the lower castes.

It may be relevant to point out that Mr Ramaswamy Iyer does not have any popular acceptance among inspectors. It is well known that he did not deal satisfactorily with the people and their educational conditions earlier. If Mr Easwara Pillai, who has served in a higher position than the former, had been included in this committee or had his opinion been sought, some valuable advice would have been obtained which would have served the purpose of the committee suitably.

The present debilitating condition of the education department is due to the fact that it lacks a group of strong and competent inspectors. Mr Ramaswamy Iyer and Mr Shastri are non-natives and have not achieved any real success as educationists. Among the other members, Mr Maman Mappila and Mr Kulanthaswamy have been involved in many unpleasant incidents which are disruptive to the intentions of the government. If the government is to carry out its purpose properly, it should select the most capable and qualified people to these positions. In many parts of the report, there are indications that clearly show the harm that has come from not doing so.

The report as a whole has all the matters that should be included in such a report. It is a fairly large book with about 95 pages. Its sequences and themes are laid out without any serious flaws. In many parts of the report, not only we, but many others who are well-known and qualified to comment on educational matters, have differences of opinion.
