പ്രാചീനവും പരിഷ്‌കൃതവുമായ ആയുർവേദ ചികിത്സാ സമ്പ്രദായം ഇടക്കാലത്ത് അതിനെ ബാധിച്ചിരുന്ന അംഗവൈകല്യം നിമിത്തം അല്പം മങ്ങിപ്പോയിട്ടുണ്ടെങ്കിലും, അതിൻ്റെ രൂപാന്തരങ്ങളാണ് ഇന്നും പലേ രാജ്യങ്ങളിലും പലേ നാമധേയത്തോടു കൂടി പ്രചരിച്ചു പോരുന്ന ചികിത്സാക്രമങ്ങൾ എന്നുള്ളത് കേവലം രഹസ്യമായിട്ടുള്ളതല്ലല്ലൊ. ഇന്ത്യക്കാരുടെ ആരോഗ്യരക്ഷയ്ക്കു ഉപയുക്തമായ ഈ മാതൃകാ വൈദ്യത്തിനെ ഉദ്ധരിച്ചു നല്ല നിലയിൽ കൊണ്ടുവരുന്നതിനു ഇദം പ്രഥമമായി ശ്രമിച്ചത് തിരുവിതാംകൂർ ഗവർമ്മെണ്ടാണെന്നുള്ള വാസ്തവം പ്രത്യേകം പ്രസ്താവയോഗ്യമാകുന്നു. ഗവർന്മെണ്ടിന്‍റെ ഈ പ്രവൃത്തി പ്രശംസാവഹമാണെന്നുള്ളതിന് രണ്ടു പക്ഷമില്ലാ. എന്നാൽ ഒരു ഗവർന്മെണ്ടിന്‍റെ നിഷ്ക്കളങ്കമായ ധർമ്മാനുഷ്ഠാനം നാമമാത്രങ്ങളായ ഏതാനും പരിഷ്‌കാരങ്ങൾ ആരംഭിക്കുന്നതുകൊണ്ടല്ലാ സാധിക്കപ്പെടുന്നത്. അവയെ യഥാർത്ഥമായും പൂർണ്ണതയോടും നിർവഹിക്കുന്നതു കൊണ്ടു മാത്രമാകുന്നു. ഒരു കൃത്യം പ്രാരംഭം കൊണ്ടുമാത്രം ഫലപ്രദമായിത്തീരുമെങ്കിൽ നാട്ടുവൈദ്യ വകുപ്പിനെ സംബന്ധിച്ചു ഗവർന്മെണ്ടിനുള്ള ചാരിതാർത്ഥ്യസൂചകമായ മൗനത്തിനും അർത്ഥമുണ്ട്. ഈ സ്ഥാപനത്തെ പരിഷ്‌ക്കരിക്കുന്നതുകൊണ്ട് മഹത്തായ ഒരു ജനക്ഷേമ കൃത്യം ഗവർന്മെണ്ടിനു അനായാസം സാധിക്കുവാൻ കഴിയും. എന്നാൽ ഇതിനു അമിതമായി ധനവ്യയമോ അപാരമായ ആലോചനാശക്തിയോ ആവശ്യമില്ലാ. ഈ വിഷയത്തെ സംബന്ധിച്ചു ഞങ്ങൾ ഇതിനു മുമ്പ് പലേ പ്രാവശ്യവും പ്രതിപാദിക്കാനിടയായിട്ടുള്ളതും ഇതിൻെറ പ്രത്യക്ഷാനുഭവപൂർവമായ ഉപയോഗത്തെ ഉദ്ദേശിച്ചു മാത്രമാണെന്നു പറയാതിരിക്കുവാൻ നിവൃത്തിയില്ലാ. നാട്ടുവൈദ്യത്തിൽ ജനസമുദായത്തിനു പരമ്പരാസിദ്ധമായ വിശ്വാസം ഇത്രമാത്രമുണ്ടെന്ന് ഗവർന്മെണ്ടിനു ഇതേവരെയുള്ള ഈ വകുപ്പിൻെറ നടത്തിപ്പുകൊണ്ട് ബോധപ്പെടാനിടയായിട്ടില്ലെങ്കിൽ ആയതു വിസ്മയാവഹം തന്നെ. അതല്ലാ, ഇതുപോലെയൊക്കെ ഇതിനെ മേലും നടത്തിക്കൊണ്ടു പോയാൽ മതിയെന്നാണ് ഗവർന്മെണ്ട് വിചാരിച്ചിരിക്കുന്നതെങ്കിൽ, അതിൽപരം ഉത്താനതന്ത്രത്വം വേറെ യാതൊന്നുമില്ലെന്നാണ് ഞങ്ങൾ പറയുന്നത്. വിളയിൽ വിത്തിറക്കുക മുതലായ സർവ്വകൃത്യങ്ങളും ചെയ്തു കഴിഞ്ഞിട്ട് പിന്നീടുള്ള അതിൻ്റെ അന്വേഷണത്തിൽ അലസനായ കൃഷീവലന്‍റെ നയമാണ് ഈ ഡിപ്പാർട്ടുമെന്‍റിനെ സംബന്ധിച്ച് ഗവർന്മെണ്ട് അംഗീകരിച്ചിരിക്കുന്നതെന്നു ഞങ്ങൾക്കു തോന്നുന്നു. ഇതു നിമിത്തം ഫലസിദ്ധി വേണ്ടവിധം ഉണ്ടാകുന്നില്ലെന്നു നിസ്സംശയം പറയാവുന്നതാണ്. ദിവാൻ മിസ്തർ രാജഗോപാലാചാരിയുടെ പരിഷ്‌ക്കാരദേവത ഈ ഒരു ഡിപ്പാർട്ടുമെണ്ടിനെ മാത്രം കടാക്ഷിക്കാതെയിരിക്കുന്നത് നാട്ടുവൈദ്യത്തിനോടുള്ള അദ്ദേഹത്തിൻെറ വൈമുഖ്യം മൂലമായിരിക്കാമെങ്കിലും നാട്ടുകാർ ഒട്ടുക്ക് ഹൃദയപൂർവം ആദരിച്ചു പോരുന്ന പ്രസ്തുത ഡിപ്പാർട്ടുമെണ്ടിനെ ഈ വിധം നിന്ദ്യകോടിയിൽ തള്ളിക്കളയുന്നത് ഒട്ടുംതന്നെ ആശാസ്യമായിരിക്കുകയില്ലാ. ഈ ഡിപ്പാർട്ടുമെണ്ടിന്‍റെ ഉപയോഗപ്രദമായ പൂർണ്ണപരിഷ്‌ക്കാരം ഉദ്ദേശം ഒന്നോ രണ്ടോ ആശുപത്രികൾക്കു വേണ്ടിവരുന്ന ചെലവിൽ നിന്നു ഒട്ടും കവിഞ്ഞു പോകാത്ത ഒരു തുക കൊണ്ട് നിർവഹിക്കപ്പെടാമെന്നാണ് ഞങ്ങൾക്ക് തോന്നുന്നത്. അപ്രകാരം ചെയ്യുന്നതുകൊണ്ട് സംസ്ഥാനം ഒട്ടുക്കുള്ള ജനങ്ങൾക്കു ആയതു ക്ഷേമാവഹമായിത്തീരുകയും ചെയ്യും. തിരുവിതാംകൂർ മലകളിൽ സുലഭങ്ങളായ മൂലികകളുടെ സ്ഥിതിയും നാട്ടുവൈദ്യത്തിൻെറ ലഘുതരമായ സമ്പ്രദായ വൈശിഷ്ട്യവും അറിഞ്ഞിട്ടുള്ളവർ ഞങ്ങൾ പറയുന്നതിനെ വിസംവദിക്കുവാനിടയില്ലാ. ഈ വകുപ്പിനെ സംബന്ധിച്ച് ഗവർന്മെണ്ടിൽ നിന്ന് അവശ്യം ചെയ്യപ്പെടെണ്ടവയായ ചില സംഗതികളെമാത്രം തൽക്കാലം ഇവിടെ നിർദ്ദേശിക്കുന്നു. അവ മിസ്തർ ആചാരിയുടെ പ്രത്യേക ശ്രദ്ധയ്ക്കു വിഷയീഭവിക്കുന്നതായാൽ അത്യന്തം ഉപകാരപ്രദമായിത്തീരുമെന്നുള്ളതിനു സംശയമില്ലാ. ഒന്നാമതു തന്നെ ഇപ്പൊൾ ഗ്രാന്‍റു വാങ്ങി വരുന്ന വൈദ്യന്മാരുടെ യോഗ്യതയെ നിർണ്ണയിക്കുന്നതിനു വൈദ്യശാലാ സൂപ്രേണ്ടിന്‍റെ അധീനതയിൽ ഒരു കമ്മിഷൻ ഏർപ്പെടുത്തണം. ഈ കമ്മിഷൻ മുഖേന സിദ്ധിക്കുന്ന അഭിപ്രായം അനുസരിച്ച് ഇപ്പോഴുള്ള വൈദ്യന്മാരിൽ യോഗ്യന്മാരും പ്രശസ്തന്മാരുമായവരെ തെരഞ്ഞെടുത്ത് അവർക്കുള്ള ഗ്രാന്‍റിനെ ഭേദപ്പെടുത്തി ശമ്പളം കൊടുത്ത് ജനബാഹുല്യമുള്ള സ്ഥലങ്ങളിൽ വൈദ്യശാലകൾ സ്ഥാപിച്ച് അവിടെ നിയമിക്കണം. ഈ വൈദ്യശാലകൾക്കു ആവശ്യപ്പെടുന്ന ഔഷധങ്ങൾ തയ്യാറു ചെയ്ത് അയയ്ക്കുന്നതിനായി തലസ്ഥാനമായ തിരുവനന്തപുരത്ത് ഒരു ഔഷധശാല തുറക്കപ്പെടണം. ഇതു കൂടാതെ രോഗികളെ താമസിപ്പിച്ച് ചികിത്സിക്കുന്നതിനു കൂടി ഉപയോഗപ്പെടുന്ന ഒരു മാതൃകാ വൈദ്യശാല ഇപ്പൊഴുള്ള ആയുർവേദ പാഠശാലയോടു ചേർത്ത് സ്ഥാപിക്കപ്പെടണം. ഈ സ്ഥാപനം ആയുർവേദ പാഠശാലയുടെ മഹിമയ്ക്ക് ജനനം മുതൽ ബാധിച്ചിരിക്കുന്ന വലുതായ ഒരു ന്യൂനതയെ പരിഹരിക്കുന്നതിനു കൂടി പര്യാപ്തമായിത്തീരാതെയിരിക്കുകയില്ലാ. വൈദ്യശാലകളെ സംബന്ധിച്ച് ചെയ്യേണ്ടതായ മറ്റൊരു പരിഷ്‌ക്കാരം പുതുതായ ഒരു പരിശോധനാരീതി ഏർപ്പെടുത്തുകയെന്നുള്ളതാകുന്നു. ഇതിലേക്കു സംസ്ഥാനം ഒട്ടുക്കുള്ള വൈദ്യശാലകളെ മൂന്നു റേഞ്ജായി വിഭജിക്കുകയും അവയുടെ പരിശോധകന്മാരായി വൈദ്യശാസ്ത്ര വിദഗ്ദ്ധന്മാരും പ്രാപ്തന്മാരുമായ മൂന്നു യോഗ്യന്മാരെ നിയമിക്കുകയും ചെയ്യേണ്ടത് എത്രയും ആവശ്യമായിട്ടുള്ളതാകുന്നു. അവർ മാസത്തിൽ ഒരു പ്രാവശ്യം വീതം തങ്ങളുടെ റേഞ്ജിൽ ഉൾപ്പെട്ട എല്ലാ വൈദ്യശാലകളെയും പരിശോധിക്കുന്നതായാൽ ഈ വകുപ്പിൻെറ നടത്തിപ്പ് അചിരേണ പ്രശസ്തമായിത്തീരാതെയിരിക്കയില്ലാ. ഇപ്പൊഴത്തെ സ്ഥിതിയിൽ വല്ല മൂലയിലും മുക്കിലും വൈദ്യന്മാർക്ക് ഗ്രാന്‍റായി വല്ല തുകയും കൊടുത്ത് മാസപ്പടിക്കാരനൊ അധികാരിയ്ക്കൊ പരിശോധനാധികാരവും നൽകി ഗവർന്മെണ്ട് ചാരിതാർത്ഥ്യവും നടിച്ചിരിക്കാനാണ് ഭാവമെങ്കിൽ അത് കേവലം നാമമാത്രമായ ഒരു സ്ഥാപനമായി കലാശിക്കുന്നതിനേ സംഗതിയാകയുള്ളു. അപ്രകാരം സംഭവിക്കാതെയിരിക്കുന്നതിനായി ഗവർന്മെണ്ടിന്‍റെ ശ്രദ്ധയെ പ്രത്യേകം ഉൽബോധിപ്പിച്ചു കൊള്ളുന്നു. 



  

             

Department of Indigenous Medicine

Although the ancient and sophisticated system of Ayurvedic treatment has faded a bit due to the popularity gained by other schools of medicine in the meantime, it is no secret that its variants are still popular in many countries under various names. It is worth mentioning the fact that the Travancore government was the first to try to bring this model of medicine useful for the health care of Indians to a good standard. There is no doubt that this act of government is commendable. The flawless performance of a government cannot be achieved by initiating a few nominal reforms but, only by performing them truly and perfectly.

There is justification for the moral silence on the part of the government regarding the Department of Indigenous Medicine if only the beginning of such a practice of medicine can become effective. A great public welfare act can easily be administered by reforming this institution. To achieve this, it does not require a lot of money or manpower. What we have mentioned many times before, regarding this topic, was intended only to reveal its practical use. It is indeed surprising if the administration has not realised, through the functioning of this department, that the long-established faith of people in such traditional medicine is very deep. However, if the government thinks that it is enough to carry on like this, then we say that there is nothing more dubious than that. It seems to us that the policy adopted by the government regarding this department has been that of a lazy farmer, who, after doing all the work of tilling, sowing etc., fails to reap the crop. Undoubtedly, we may say that the effect is not evident enough due to such an attitude.

Diwan Mr. Rajagopalachari's “deity of reform” does not bless this one department alone because of his aversion to traditional medicine; but it is not at all reasonable to dismiss the department, which is respected by the locals wholeheartedly, in this way. We feel that a useful overhaul of this department can be accomplished at a cost not exceeding the cost of setting up one or two hospitals. By doing so, it will become beneficial for the welfare of the whole state. Those who have known the availability of herbs in the Travancore hills and the mild nature of traditional medicine may not disagree with what we say. Only some of the things that need to be done by the government regarding this department are suggested here. There is no doubt that they will be very useful if they are the subject of Mr. Achari's special attention.

Firstly, a commission should be established under the superintendent of hospitals to determine the qualifications of the doctors who are receiving grants now. According to the opinion of this commission, qualified and well-known doctors should be selected from among the existing doctors. Their grants should be revised, salaries should be fixed, and appointed at the medical centres, which are to be established in populous places. A factory should be opened in the capital city, Thiruvananthapuram, to prepare and supply the required medicines to these dispensaries. Apart from this, a model medical centre to accommodate and treat patients should be established adjacent to the existing Ayurvedic school. This establishment will be sufficient to remedy a great defect that has afflicted the glory of the Ayurvedic school since its beginning.

Another reform that needs to be done regarding the medical facilities is to introduce a new inspection system. To this end, it is necessary to divide all the medical institutions of the State into three ranges and to appoint three qualified medical experts and competent persons as inspectors there. If they were to inspect all the dispensaries under their range once a month, the management of this department would become popular in due course.

In the current situation, if the government is to be satisfied by giving some amount as a grant to the doctors and placing them in some nooks and corners while giving the inspection powers to the officials, then it will end up as an institution in name only. Attention of the government is specially urged so that this does not happen.
