  തുര്‍ക്കി രാജ്യത്തിനും പർഷ്യാ രാജ്യത്തിനും പൊതുവേയുള്ള അതിര്‍ത്തിയെ സംബന്ധിച്ചു ഈ രണ്ടു രാജ്യങ്ങളും തമ്മില്‍ കുറെ വിരോധം കാട്ടിവരുന്നുണ്ട്. ഈ വൈരസ്യം ഇപ്പോള്‍ പുതിയതായി തുടങ്ങിയിട്ടുള്ളതൊന്നുമല്ലാ. വളരെക്കാലം മുമ്പേ തുടങ്ങിപ്പോയിട്ടുള്ളതാണ്. *****************************മേലാല്‍ യാതൊരു വഴക്കും ഉണ്ടാകാതിരിക്കണം എന്നുള്ള കരുതലിലല്ലാ ഉടമ്പടികള്‍ ആലോചിച്ചു തീരുമാനിച്ചിട്ടുള്ളത്. ഇങ്ങനെയായിരുന്നാലും, ഈ രണ്ടു മുസല്‍മാന്‍ ഗവര്‍ന്മേണ്ടുകളും തമ്മിലുള്ള കൂട്ടുകെട്ടിനെ ഇതേവരെ ധ്വംസിച്ചിട്ടില്ലെന്ന് സന്തോഷിക്കാം.

 തുര്‍ക്കിയും പര്‍ഷ്യയും തമ്മില്‍ പറഞ്ഞൊത്തിട്ടുള്ള കരാറുകളില്‍ ആദ്യത്തെത് 1822-ാമാണ്ടു ജൂലൈ 28-ാനു-യാണ് ഒപ്പിട്ടിട്ടുള്ളത്. 1746-ാമാണ്ട് അതിര്‍ത്തിസംഗതിയെ സംബന്ധിച്ച് നിശ്ചയിച്ചിട്ടുള്ള ഉടമ്പിടിയെ അനുസരിച്ചു പ്രവര്‍ത്തിക്കണമെന്നായിരുന്നു ഈ കരാറില്‍ സമ്മതിച്ചിട്ടുള്ളത്. കരാറു ഒപ്പിട്ട് ഏഴു ദിവസത്തിനകം, പര്‍ഷ്യന്‍  ഗവര്‍ന്മേണ്ടു തുര്‍ക്കി ഗവര്‍ന്മേണ്ടിന്‍റെ വക ഭൂമികളെ തുര്‍ക്കിക്കു വിട്ടു കൊടുക്കണമെന്നും സമ്മതിച്ചിരുന്നു. തുര്‍ക്കി ഉദ്യോഗസ്ഥന്മാര്‍ രണ്ടു ഗവര്‍ന്മേണ്ടുകളുടെയും സഖ്യത്തെ ബലപ്പെടുത്തുവാന്‍ തക്കവിധം പ്രവര്‍ത്തിക്കണമെന്നും, കുര്‍ദ് വര്‍ഗ്ഗക്കാരെ അക്രമപ്രവൃത്തികള്‍ക്ക് അനുവദിച്ചുകൂടെന്നും, അതിര്‍ത്തി കാര്യത്തെ സംബന്ധിച്ചുള്ള കരാറുകളെ ശരിയായി അനുസരിക്കണമെന്നും, അതിര്‍ത്തി ദേശങ്ങളില്‍ സമാധാനം ഉണ്ടായിരിക്കണമെന്നും ഉടമ്പിടിയില്‍ സമ്മതിച്ചിരുന്നു.

 1874-മാണ്ടു മേ 20-ാനു- എഴ്സെറൂമില്‍ വച്ച് രണ്ടു ഗവര്‍ന്മേണ്ടുകളും തമ്മില്‍ മറ്റൊരു ഉടമ്പിടി ഉണ്ടായി. ഇതിന്‍പ്രകാരം അവരുടെ ദേശങ്ങളെ സംബന്ധിച്ച് ഒരു തീരുമാനം ഉണ്ടാക്കി. അവര്‍ തമ്മിലുള്ള വഴക്കുകളെ തീരുമാനിപ്പാന്‍ മധ്യസ്ഥരെ ഏര്‍പ്പെടുത്തി. ഇംഗ്ലണ്ടും റഷ്യയും കൂടീട്ടാണ് വഴക്കുകള്‍ കേട്ടുതീര്‍ത്തത്.

എഴ്സെറുമിലെ ഉടമ്പിടിപ്രകാരം അതിര്‍ത്തിക്കാര്യം ഒതുക്കുവാന്‍ പര്‍ഷ്യന്‍ ഷാ തയ്യാറാണെന്ന് 1848-മാണ്ട് ഫെബ്രവരി 20-നു-തുര്‍ക്കി ഗവര്‍ന്മേണ്ടിനെ അറിയിച്ചു. തുര്‍ക്കിയുടെ പ്രതിനിധികളും പര്‍ഷ്യന്‍ പ്രതിനിധികളും കൂടെ വഴക്കുകള്‍ ഒതുക്കുവാനായി അതിര്‍ത്തിയിലേക്കു പോയി. എന്നാല്‍ അവിടെ ഉണ്ടായിരുന്ന ലഹളകള്‍ നിമിത്തം, പ്രതിനിധികള്‍ മൂന്നാണ്ടുകാലം അവിടെ പാര്‍ത്തിട്ടും, ഉദ്ദേശ്യം സാധിച്ചില്ലാ.

 1869 ആഗസ്റ്റ് 20നു- മറ്റൊരു ഉടമ്പിടി എഴുതി. അപ്പോഴുള്ള കരാറിന്‍ പ്രകാരം ഇരിക്കുവാന്‍ രണ്ടു ഗവര്‍ന്മേണ്ടുകളും സമ്മതിക്കയും ലഹളകള്‍ നിശ്ശേഷം അമര്‍ത്തിയതിനു ശേഷമല്ലാതെ പുതിയ കരാറു യാതൊന്നും ചെയ്യേണ്ടതില്ലെന്ന് തീരുമാനിക്കയും ചെയ്തു.

 1915 മാണ്ട് മറ്റൊരു കമ്മിഷനെ ഇസ്താംബുലില്‍ ഏര്‍പ്പെടുത്തി. രണ്ടുഭാഗക്കാരും തമ്മില്‍ പിശകിപ്പിണങ്ങി, അതിര്‍ത്തിയിലേക്ക് സൈന്യങ്ങളെ അയച്ചു. ഭാഗ്യവശാല്‍ യുദ്ധം ഒന്നും ഉണ്ടായില്ലാ. ഈ തര്‍ക്കം തീര്‍ക്കുവാന്‍ രണ്ടു കമ്മിഷന്‍ ഏര്‍പ്പെടുത്തണമെന്നു നിശ്ചയിച്ച് അതിന്മണ്ണം തുര്‍ക്കി 1915 - ഡിസംബര്‍ 19-നു-ഒരു കമ്മിഷന്‍ അയച്ചു. അതിന്‍റെ അന്വേഷണം കൊണ്ടു എന്തു ഫലിച്ചു എന്നറിയുന്നില്ലാ.

 ഇങ്ങനെയായാലും ഈ രണ്ടും ഗവര്‍ന്മേണ്ടുകളും തമ്മില്‍ യുദ്ധത്തിന് ഒരുമ്പെടുമെന്നു തോന്നുന്നില്ലാ. മൂന്നുവത്സരംമുമ്പ് പര്‍ഷ്യയിലെ ഷാ അവര്‍കള്‍ ഇസ്താംബുലില്‍ ചെന്നിരുന്ന സമയം, തുര്‍ക്കിക്കുതിരപ്പട്ടാളത്തെ സന്ദര്‍ശിച്ച അവസരത്തില്‍, കുതിരകളുടെ കുളമ്പടികൊണ്ടു പൊടിയിളകി, ഷാ അവര്‍കള്‍ നിന്ന സ്ഥലത്ത് എത്തി ഉപദ്രവപ്പെടുത്തിത്തുടങ്ങിയതുകണ്ട്, തുര്‍ക്കി സൈന്യമന്ത്രി ഷാ അവര്‍കളോട് അല്പം മാറിനിന്നാല്‍ പൊടിയുടെ ശല്യം ഒഴിയുമെന്നുണര്‍ത്തിച്ചതിന്, "ഞാന്‍ അല്പവും പിന്മാറുകയില്ലാ. ഇവിടെ നില്‍ക്കുന്നതാണ് എനിക്കിഷ്ടം. ഇസ്ലാം സൈന്യത്തിന്‍റെ കുതിരകളുടെ കുളമ്പുകൊണ്ടിളകുന്ന ധൂളി മുസല്‍മാന്മാരുടെ കണ്ണിന് ഉത്തമമായ അഞ്ജനൌഷധം ആകുന്നു" എന്നു അരുളിചെയ്തു. ഇങ്ങനെ വിചാരിച്ചിരിക്കുന്ന ഷാ അവര്‍കള്‍ യുദ്ധത്തിന് ഒരിക്കലും സമ്മതിക്കയില്ലാ.

 ക്ഷാമപീഡകൊണ്ട് ഇന്ത്യയിലെ നാട്ടുരാജ്യങ്ങളില്‍നിന്ന് ബ്രിട്ടീഷ് പ്രദേശങ്ങളില്‍ ആളുകള്‍ ക്ഷാമനിവാരണാര്‍ത്ഥം ചെന്നാല്‍ അവരെ ഭേദവിചാരം കൂടാതെ രക്ഷിക്കണമെന്നും, വിവരം റെസിഡണ്ട് വഴിയായോ പൊലിറ്റിക്കൽ ഏജന്റ് വഴിയായോ   നാട്ടുരാജ്യ ഗവര്‍മ്മെണ്ടിനെ തെരിയപ്പെടുത്തണമെന്നും, ബ്രിട്ടീഷ് പ്രദേശങ്ങളില്‍ നിന്ന് നാട്ടുരാജ്യങ്ങളിലേക്ക് ക്ഷാമപീഡിതര്‍ കടന്നാല്‍ ആ വിവരവും അറിയിക്കണമെന്നും ഇന്ത്യാഗവര്‍ന്മേണ്ട് ആജ്ഞാപിച്ചിരിക്കുന്നു.

  പാര്‍ളിമെണ്ട് സാമാജികന്മാര്‍ക്ക് ആണ്ടടക്കം 300- പവന്‍വീതം പ്രതിഫലം കൊടുക്കണമെന്ന് സാമാന്യജനസഭക്കാര്‍ ആലോചിച്ചു തീര്‍ച്ചപ്പെടുത്തുകയും, പ്രധാനമന്ത്രി അതിനെ അനുകൂലിച്ചു എങ്കിലും, തല്‍ക്കാലം അതിലേക്കു വേണ്ട സമയമോ പണമോ ഇല്ലെന്നു പറകയും ചെയ്തിരിക്കുന്നു.

 കഴിഞ്ഞുപോയ താത അവര്‍കളുടെ ഉത്സാഹത്താല്‍ തുടങ്ങിയ "ഇന്‍ഡ്യന്‍ സ്റ്റീല്‍ സ്കീം" എന്ന തൊഴിലേര്‍പ്പാട് ആദായകരമായ വിധത്തില്‍ വരുന്നതാണെന്ന് ആ വിഷയത്തില്‍ പ്രമാണപ്പെട്ടവര്‍ അഭിപ്രായപ്പെട്ടിരിക്കുന്നു.

 ത്രാന്‍സ്വേല്‍നാട്ടില്‍ വേലയ്ക്കു ചെന്നിട്ടുള്ള ചീനക്കാരെ അക്രമമായി അടിക്കുവാന്‍ അനുവദിച്ച സംഗതിക്ക് ലാര്‍ഡ് മില്‍നറെ ശാസിക്കണമെന്ന് പാര്‍ളിമെണ്ടിലെ ചില സാമാജികന്മാര്‍ അഭിപ്രായപ്പെട്ടിരിക്കുന്നു.

 പ്ളേഗ് രോഗം ഇപ്പോള്‍ വര്‍ദ്ധിച്ചുവരുന്നു. മാര്‍ച്ച് 3-നു- അവസാനിച്ച ഒരു ആഴ്ചവട്ടക്കാലത്ത് ഇന്ത്യയിലാകപ്പാടെ 10,580-പേര്‍ക്കു രോഗം പിടിപെടുകയും, 8770-പേര്‍ മരിക്കയും ചെയ്തിരിക്കുന്നു.

 വടക്കേ ഇന്ത്യയിലെ ജലദുര്‍ഭിക്ഷം ഈയിട ഉണ്ടായ മഴകൊണ്ട് അല്പം ശമിച്ചിട്ടുണ്ട്. ധാന്യത്തിന് വിലയും ചുരുങ്ങിവരുന്നുണ്ട്. മൂന്നുലക്ഷത്തിലധികം ജനങ്ങള്‍ ക്ഷാമരക്ഷ അനുഭവിക്കുന്നുണ്ട്.

 മദിരാശി സര്‍വകലാശാലയുടെ ഒരുയോഗം മാര്‍ച്ച് 23-നു- കൂടുന്നതാണ്. സര്‍വ്വകലാശാല പരിഷ്കാരം സംബന്ധിച്ചുള്ള ആലോചനയായിരിക്കും അന്ന് മുഖ്യമായുള്ളത്. കമ്മിറ്റിയുടെ റിപ്പോര്‍ട്ടു അന്നു ആലോചിക്കപ്പെടും.

 മൊറാക്കോ കാണ്‍ഫറസില്‍ ജെര്‍മനി കുറേക്കൂടെ വശപ്പെട്ടിരിക്കുന്നു. പരന്ത്രീസ് സ്പാനിഷ് പോലീസ്  ഏര്‍പ്പാടുണ്ടായാല്‍ ജെര്‍മനി സമ്മതിക്കാമെന്നാണ് പറയുന്നത്.

 ബ്രിട്ടീഷ് സാമ്രാജ്യത്തിലെ ജനസംഖ്യ തിട്ടപ്പെടുത്തിയതില്‍ 12000,000- ചതുരശ്രമയില്‍സ്ഥലത്ത് ആകപ്പാടെ 40- കോടി ജനങ്ങള്‍ ഉള്ളതായി കണ്ടിരിക്കുന്നു.

 ത്രാന്‍സ്വേല്‍ രാജ്യഭരണരീതിയെപ്പറ്റി അന്വേഷണം നടത്തുവാന്‍ ബ്രിട്ടീഷ് ഗവര്‍ന്മേണ്ട് ഒരു കമ്മിറ്റിയെ അയക്കുന്നതിനു നിശ്ചയിച്ചിരിക്കുന്നു.

Turkey and Persia

Turkey and Persia have been exhibiting a considerable level of discord over their common borders. The differences on this issue are not a matter of recent origin, rather they began a long time ago. Whatever settlements they have negotiated and decided upon in the past have not prevented future conflicts. Even then, this dissonance has not resulted in breaking of ties between the two Muslim governments.

The first treaty between Turkey and Persia was signed on July 28, 1822. Through this treaty, the two countries agreed to put into effect the agreement they reached in 1746 regarding the border issue. The Persian government agreed to give back the land that belonged to Turkey within seven days of signing this treaty. The treaty also stipulated the following: Turkish government officers would strive for strengthening relations between the two governments; they would not allow the Kurdish people to resort to violence; the agreements regarding border problems would be properly adhered to; and that there would be peace in the border areas.

Another treaty was signed between the two countries on May 20, 1847 in Erzurum. This treaty came to some decisions regarding both the countries. It also entrusted mediators to resolve contested issues between them. Britain and Russia were the mediators who listened to and settled these disputes.

On February 20, 1848, the Shah of Persia conveyed his readiness to resolve the border issue according to the Erzurum Treaty to the Turkish government. Representatives of both Turkey and Persia visited the disputed border areas to resolve the conflict. Even though those representatives stayed there for three years, due to the ongoing riots, they could not achieve their objective.

Another agreement was signed on August 20, 1869, according to which the two governments resolved to continue status quo of the treaties they had already arrived at. They also decided that only after completely suppressing the riots would they enter into any new treaty.

Another commission was appointed in Istanbul in 1915. But both parties disagreed and sent troops to the border regions. Luckily, there was no war. A decision was taken to appoint two commissions for resolving the conflict. According to that, Turkey sent a commission to the border on December 19, 1915. We don’t yet know the result of the enquiry of that commission.

Even if this is the situation, one doesn’t expect the two governments to engage in war. When the Shah of Persia visited Istanbul three years ago, he inspected the Turkish cavalry. On the occasion, the Shah was made to suffer the spray of dust by horses. The minister in charge of the Turkish armed forces commented that if the Shah had changed his position a little, he could have escaped the dust. To this comment, the Shah responded by saying thus, “I will not retreat. I like to stay here. The dust coming from the hooves of the horses of the Islamic military is medicine for the eyes of a Muslim.” Such a Shah would never resort to war.
