Ahimsa Paramodharma (Non-violence should be at the zenith of all morals) is a fundamental precept of the Hindu religion. But in this Hindu State (of Travancore) people who violate this principle considerably have latitude at their disposal. Following the example of some charity organizations in certain western countries, this city too has formed an Association for preventing cruelty to animals. Our readers should be well aware of the news stories about the activities of this Association published in this paper as well as of an exhibition of animals conducted by them in the meantime. The activities of the Association are not only admirable but also deserve to be helped to go forward by the people at large. However, even those who are seized of the truth that non-violence is the pinnacle of all morals can be seen as acting against this precept as though non-violence should be at the zenith of all immoral activities. The pathetic condition of a horse belonging to an officer derided by the aforementioned Association itself can be cited as an illustrative example of this depravity. Let us leave it there for the time being.

The urgent attention of this Association should be focused on one or two things. First of all, the use of barbed wire for fencing at many places in this land must be stopped immediately. This is a land that lives on agriculture. Therefore, the cattle population is growing day after day. They are not kept in cowsheds at all places all the time by all those who rear them. They wander about mostly unattended and live by grazing here and there. When it is night, some of them get to their cowsheds for taking rest, whereas some of them lie on the streets. The barbed wire fences have been erected to prevent the wandering cattle from trespassing into private lands. The cattle are injured on account of them. The owners of the landed property cannot be faulted for erecting some kind of fencing to protect their lands from being ruined by the cattle. But such a measure should not be at the cost of causing danger to these animals. This is what we have to say about it. At the sight of the barbed wires, the cattle do not know that such a device is put in place with the aim of causing injury to them. They come to know of it only when they are injured by it. When the injured animals happen to see barbed wire fencing at a different place, it is doubtful whether they will become conscious of the fact that the barbed wires belong to the same kind of fence which had injured them earlier.

But man certainly knows for what purpose the barbed wire fencing has been erected. It is a sin and crime on the part of man to knowingly erect such fencing with the sole aim of causing injury to animals. If animals had discretionary powers or the ability to discern that it is wrong for them to trespass into another’s property, they could have been blamed for the devastation caused by them. But animals lack such ability. Even if they had discretionary power, erecting dangerous devices on purpose to ward off their forays cannot be legally justified. We recall that rules and regulations are in force in certain cities to prevent people from committing cruelty to animals.

The Association for preventing cruelty to animals should also take note of the widespread use by cart drivers of some kind of sticks with a nail or needle stuck into the tips of them for driving or prodding horses and bullocks. An incident that took place is a good lesson about how abominable the use of such sticks can be. An owner of a jutka cart was travelling in his cart. When he noticed that the horse was slow in pulling the cart, he himself took the stick from the cart driver and stuck it into the back of the horse. He may not have known that the stick had a nail stuck into the tip of it. When he pulled it out, the horse, out of unbearable pain kicked him with all force causing serious injury to him. The horse kicked him in his lower jaw lacerating it along with the gums and teeth. He was badly bruised. This is not a cooked-up story. The cart owner is at present undergoing treatment at a house in Palkulangara under the supervision of a physician. If the Association for preventing cruelty to animals launches a random check, it could detect many such sticks which are being used as whips.
